Set to support a range of sectors across the UK with facilities management services, 27 suppliers have been appointed to the latest framework managed by procurement provider Pagabo.
The Total Facilities Management Framework will run until January 2029, with a total estimated value of £814M. It will be managed on behalf of contracting authority Red Kite Learning Trust – allowing public sector organisations across sectors including education, leisure, healthcare, emergency services and local authorities to procure a range of soft, hard or total (combined) facilities management services.
Named suppliers include CBRE Managed Services Ltd, Veolia Energy & Utility Services UK Limited, and Morgan Sindall Property Services, as part of the wider collection of suppliers offering an array of services. These services include roofing, mechanical services and decorating within the breadth of hard facilities management services. Meanwhile, under the soft facilities management offering services include catering, pest control and security.
The framework offers a robust and comprehensive structure to procuring facilities management services, with an extensive range of expert portfolios available. The six lots are split equally between total, hard and soft facilities management service areas:
- Lot 1 – Total Facilities Management Services up to £1m
- Lot 2 – Total Facilities Management Services £1m+
- Lot 3 – Hard Facilities Management Services up to £1m
- Lot 4 – Hard Facilities Management Services £1m+
- Lot 5 – Soft Facilities Management Services up to £1m
- Lot 6 – Soft Facilities Management Services £1m+
Lots 1, 3 and 5 included specific reserved spaces for SMEs in support of Pagabo’s aims to consistently make its frameworks available to all levels within the industry. Following the bidding process, 40% of successful parties are SMEs.

This new framework offering provides both a well-rounded and a compliant procurement process, in line with the Public Contracts Regulations 2015 (PCR2015). The contracting authority for the new framework is Red Kite Learning Trust, for all eight confirmed geographical areas across the UK.

In continuation of Pagabo’s work to place social value at the core of all activity across its vast framework portfolio, appointed suppliers and clients will be able to access Loop’s social value software for all Pagabo procured work, free of charge. Loop looks to comprehensively assess the social, economic and environmental impact of a project, as well as financial value.
